WhatsApp Business API Cost in India & UAE (2026)

· 6 min read

WhatsApp is where customers in India and the UAE already talk to businesses, so sooner or later most growing businesses ask what the WhatsApp Business API costs. The honest answer has three layers: what Meta charges per message, what a provider charges on top, and what it costs to connect WhatsApp to your website or software. This guide explains each one, including the pricing changes that took effect in October 2026.

First: Do You Need the API at All?

WhatsApp Business app WhatsApp Business Platform (API)
Cost Free Pay per message, plus provider or development costs
Who uses it One phone, a few devices, a small team Many agents, or messages sent by your systems
Automation Quick replies and a greeting message Order updates, reminders, OTPs, chatbots, CRM integration
Best for Shops, salons and service businesses answering chats by hand Businesses sending messages at volume or from their own software

If one or two people answer customer chats on a phone, the free app is enough. You need the API when your website, CRM or billing system has to send messages on its own, such as booking confirmations, payment reminders or delivery updates, or when several staff must share one number.

How Meta Charges for the API

Since 1 July 2025, Meta charges per delivered message rather than per 24-hour conversation. The price depends on two things: the category of the message, and the country code of the person receiving it.

Marketing

Offers, announcements, re-engagement. The most expensive category

Utility

Updates about something the customer did: orders, bookings, payments

Authentication

One-time passwords and login codes

Service

Free-form replies to a customer who messaged you first

Marketing, utility and authentication messages are sent from templates that Meta reviews and categorises. Messages customers send to you are free, and messages that are not delivered are not charged.

What changed on 1 October 2026

  • Service replies are no longer unlimited. Each business phone number gets its first 1,000 service messages free every month; after that they are charged.
  • Utility messages inside an open conversation are charged. From July 2025 until October 2026 they were free when sent within 24 hours of the customer's last message.
  • Click-to-WhatsApp ads still open a free window. When someone messages you from a click-to-WhatsApp ad and you reply in time, a window of up to 7 days opens in which your messages to that person are not charged.

Meta only changes its prices on 1 January, 1 April, 1 July and 1 October, with notice in advance, so check the current rate card in those months.

Indicative Rates: India and the UAE

Meta publishes a rate card per country. The figures below are approximate, as reported in October 2026, and exclude tax and provider fees. Always confirm against Meta's current rate card before you budget.

Message to a number in Marketing Utility / authentication
India (+91) About ₹0.86 per message About ₹0.115 per message
UAE (+971) Several times the Indian rate; listed in US dollars on Meta's rate card Also higher than India; listed in US dollars

In India, add 18% GST. UAE rates rose for marketing messages in both October 2025 and October 2026, so take any figure older than a few months with caution.

A Worked Example

A business in India sends 2,000 marketing messages and 5,000 utility messages (booking confirmations and payment reminders) a month, and its team stays within the 1,000 free service replies:

  • Marketing: 2,000 × ₹0.86 ≈ ₹1,720
  • Utility: 5,000 × ₹0.115 ≈ ₹575
  • Meta charges before tax: about ₹2,300; with 18% GST, about ₹2,710 a month

Notice where the money goes. The 5,000 messages customers actually need cost a third of the 2,000 promotional ones. Getting templates into the right category matters more than haggling over provider fees.

Provider and Development Costs

Meta's charges are only the first layer. There are two ways to connect:

  • Through a provider (BSP). Business solution providers give you a dashboard, a shared inbox and ready-made automation. They charge a monthly platform fee, a markup per message, or both. Compare providers on the total monthly cost at your expected volume, not on the headline price.
  • Directly, through Meta's Cloud API. Your developer connects your website, CRM or app to WhatsApp without a provider in the middle, so you pay Meta's rates without a markup. You pay instead for the development work and for maintaining the integration.

The direct route suits businesses whose messages come from their own systems: an order placed on the website triggers a confirmation, a due invoice triggers a reminder, a new enquiry alerts the sales team. A provider suits teams who mainly want a shared inbox and broadcast tools without development.

How to Keep the Cost Down

  1. Write genuine utility templates. A booking confirmation is utility; the same message with an offer attached becomes marketing at several times the price.
  2. Send marketing only to people who opted in and are likely to respond. Blocks and reports from uninterested recipients hurt your number's quality rating.
  3. Use click-to-WhatsApp ads where they fit, because of the free messaging window they open.
  4. Answer in one or two complete messages rather than many short ones, now that service replies beyond 1,000 a month are charged.
  5. Watch the monthly report by category, and set a budget alert with your provider or in Meta's billing settings.

Notes for UAE Businesses

  • Plan templates in Arabic and English if your customers use both, and get each language version approved.
  • Messages are priced by the recipient's country code, so a UAE business messaging customers in India pays Indian rates for those messages.
  • Ask your accountant how VAT applies to the WhatsApp charges and any foreign provider's fees.

Frequently Asked Questions

Is the WhatsApp Business API free?

No. Receiving messages is free, and each business number gets 1,000 free service replies a month, but marketing, utility and authentication messages are charged per message, and service replies beyond the free tier have been charged since October 2026.

How much does one WhatsApp marketing message cost in India?

About ₹0.86 per delivered message before GST, according to rate cards reported in October 2026. Utility and authentication messages cost about ₹0.115. Check Meta's current rate card, as prices can change each quarter.

Do I need a provider to use the API?

No. You can connect directly through Meta's Cloud API with a developer. Providers add a ready-made inbox and tools in exchange for a fee or markup.

Can WhatsApp messages be sent automatically from my website or CRM?

Yes, that is the main reason to use the API. Order confirmations, reminders and lead alerts can be sent from your own systems using approved templates.
