Payroll Software in Chennai: Tamil Nadu Guide

V

· 6 min read

Payroll software built for "India" handles PF, ESI and TDS. A company in Chennai also has to get two local items right every year: professional tax, levied half-yearly by the Greater Chennai Corporation, and the Tamil Nadu Labour Welfare Fund. This guide covers both, what payroll software must do to handle them, and how to choose a system for a Chennai team.

What Is Different About Payroll in Chennai

Most payroll rules are national, so they are the same in Chennai as in Delhi. The items that change by location are the ones set by the state and the local body:

National

EPF, ESI, income tax (TDS), the Labour Codes wage definition, gratuity and bonus

Local body

Professional tax, collected half-yearly by Greater Chennai Corporation within city limits

State

Tamil Nadu Labour Welfare Fund, plus registration under the Tamil Nadu Shops and Establishments Act

The national rules, including the Labour Codes that took effect on 21 November 2025 and the EPF wage ceiling change of September 2026, are covered in our payroll software guide for India and the UAE. This article focuses on what is specific to Chennai.

Professional Tax in Chennai

In Tamil Nadu, professional tax is levied by local bodies rather than the state, and it is assessed on income for each half-year: April to September and October to March. Employers within Greater Chennai Corporation limits deduct it from salaries and pay it to the Corporation.

Greater Chennai Corporation revised its slabs with effect from 1 October 2024. The half-yearly amounts per employee are:

Half-yearly salary Professional tax for the half-year
Up to ₹21,000Nil
₹21,001 – ₹30,000₹180
₹30,001 – ₹45,000₹425
₹45,001 – ₹60,000₹930
₹60,001 – ₹75,000₹1,025
Above ₹75,000₹1,250

At the top band that is ₹2,500 a year, the maximum professional tax the Constitution allows. In practice the Corporation's notices ask for the first half-year's tax to be deducted from August salaries and paid by 30 September, and the second half's from January salaries, paid by 31 March. Check the Corporation's current notice each year before you pay, because slabs and dates are revised.

Outside Corporation limits, a different body. An office in Tambaram, Avadi or a municipality around Chennai pays professional tax to that local body, whose schedule and dates may differ. If your company has staff in more than one location, your payroll software needs a slab table per local body, not one for "Tamil Nadu".

Where payroll gets professional tax wrong

  • Using monthly slabs. Chennai's slabs are half-yearly. Dividing by six or applying another state's monthly table produces the wrong figure.
  • Joiners and leavers. Someone who joins in July or leaves in November still has a half-yearly liability that has to be worked out from their actual earnings in that half.
  • Old slab tables. Software that was not updated for the October 2024 revision under-deducts in the middle bands.

Tamil Nadu Labour Welfare Fund

The Labour Welfare Fund is a small annual contribution that pays for welfare schemes for workers and their families. Since the December 2022 revision, the yearly contribution per employee is:

₹20

Employee's share, deducted from salary

₹40

Employer's share

December

Deducted from December salary

31 January

Paid to the Tamil Nadu Labour Welfare Board

The amounts are small, which is exactly why the contribution gets forgotten. Good payroll software deducts it automatically in December for every eligible employee and reminds you before the January deadline. Applicability depends on the type of establishment and employee, so confirm yours with the Labour Welfare Board.

What Payroll Software Must Do for a Chennai Company

  • Half-yearly professional tax by local body, with current slabs, correct handling of joiners and leavers, and the challan figures ready before the deadline.
  • The Labour Welfare Fund deducted in December with the employer share calculated alongside.
  • National rules kept current: the Labour Codes wage definition, EPF and ESI ceilings, and the income-tax regime each employee has chosen.
  • Versioned rules, so a past month can be reproduced exactly as it was paid, even after rates change.
  • Payslips and self-service on the phone: staff in Chennai, as everywhere, check payslips and apply for leave on their phones, not on a desktop.
  • Reports your auditor accepts: PF and ESI returns, TDS returns and Form 16, and professional tax summaries per local body.

Choosing Payroll Software in Chennai

Your situation What usually fits
Under about 20 staff, all in one Chennai office An established payroll SaaS product, set up carefully, or an accountant's payroll service
Staff across several locations in Tamil Nadu Software that handles professional tax per local body, not just per state
Several companies, or staff in India and the UAE A multi-entity system that runs each company's rules and currency separately
Pay rules no product handles without workarounds A dedicated or custom system built around your rules

Whatever you are comparing, test it with a real past month: take a half-year with a joiner, a leaver and someone near a slab boundary, and see whether the product produces the same professional tax you actually paid. It is the fastest way to separate software that knows Chennai from software that only knows India.

Frequently Asked Questions

How much is professional tax in Chennai?

For employees within Greater Chennai Corporation limits it is charged per half-year, from nil for half-yearly salary up to ₹21,000 to ₹1,250 above ₹75,000, under the slabs revised from 1 October 2024. The most anyone pays is ₹2,500 a year.

When is professional tax paid in Chennai?

Twice a year. The Corporation's notices typically ask for the first half-year's tax, deducted from August salaries, by 30 September, and the second half-year's, deducted from January salaries, by 31 March. Check the current notice, as dates can change.

What is the Tamil Nadu Labour Welfare Fund contribution?

₹20 from the employee and ₹40 from the employer, per eligible employee per year, deducted from December salary and paid to the Tamil Nadu Labour Welfare Board by 31 January.

Does a small Chennai business need payroll software?

Not necessarily. With a handful of staff, a careful spreadsheet or an accountant's payroll service can work. Software becomes worth it once mistakes in professional tax, PF or TDS start costing time or penalties, or once you have more than one location or company.
