HR Software for Small Business: India & UAE

V

· 5 min read

Most small businesses run HR on a spreadsheet, a WhatsApp group and one person's memory, and it works until the team passes twenty people or opens a second location. Then leave balances are disputed, documents expire unnoticed and every payroll month starts with chasing attendance. This guide explains what HR software should do for a small business in India or the UAE, how it differs from payroll software, and how to choose one without paying for features you will never use.

HR Software vs Payroll Software

HR software Payroll software
Main job Everything about the employee: records, leave, attendance, documents, onboarding Calculating and paying salaries correctly, with statutory deductions
Used by HR, managers and every employee HR or finance, once a month
Output Approved leave, attendance, employee files, reports Payslips, bank transfers, statutory returns

The two must talk to each other: payroll needs approved leave and attendance from HR. Many products do both; if yours does not, make sure the HR data flows into payroll without retyping. For the payroll side, see our payroll software guide for India and the UAE.

What a Small Business Actually Needs

Employee records

One file per person: role, salary, bank details, documents, history

Leave and attendance

Requests, approvals, balances and attendance that feed payroll

Self-service on the phone

Employees apply for leave and download payslips without asking HR

Reminders

Probation ends, document expiries, contract renewals, birthdays

Performance reviews, recruitment pipelines and learning modules are useful in larger companies but rarely used in a team of twenty. Start with the four above and add more only when you feel the gap.

India: What to Check

  • Your leave policy, exactly. Casual, sick and earned leave, carry-forward and encashment rules differ between companies and states. The software must follow your policy, not force its default.
  • Attendance that matches how people work. Biometric devices at a factory, a mobile check-in for field staff, or simple daily marking for an office.
  • A clean hand-off to payroll, including the Labour Codes wage definition that took effect in November 2025, which affects how some allowances and benefits are calculated.
  • Several branches or companies, if you have them, with the right people seeing only their own staff.

UAE: What to Check

  • Document and visa expiry tracking. Residence visas, Emirates IDs, work permits (labour cards) and passports all expire, and renewing late causes fines and disruption. Good HR software reminds you well in advance.
  • Leave and air-ticket entitlements as written in each employee's contract.
  • End-of-service gratuity accruing correctly for every employee, under Federal Decree-Law No. 33 of 2021 (DIFC and ADGM have their own employment rules).
  • A link to payroll that pays through the Wage Protection System (WPS), if you are registered with MOHRE.
  • Arabic and English, if your staff or documents use both.

Our payroll guide explains WPS and gratuity in detail; HR software is where the underlying data, such as join dates, basic pay and leave taken, is kept accurate.

Ready-Made or Custom HR Software?

For most small businesses with a single company and a standard leave policy, an established HR software product is the right answer: it is quick to start and costs a monthly fee per employee. A custom or dedicated system starts to make sense when:

  • you run several companies, or staff in both India and the UAE, and want one view;
  • your shifts, leave rules or approval chains do not fit any product without workarounds;
  • per-employee fees across a growing team cost more each year than a build would; or
  • HR has to connect tightly with your own operations software.

Our guide to custom software versus off-the-shelf walks through that decision. We built our own product, Growbzpayroll, for multi-entity companies in India and the UAE, with employee self-service for payslips, leave and tax on the phone, so we know where HR and payroll rules get complicated.

How to Choose in a Week

  1. Write down your rules first: leave types, approval chain, attendance method, document types.
  2. Shortlist two or three products that cover them, and ask for a trial.
  3. Test with real people: have three employees apply for leave on their own phones and a manager approve it.
  4. Check the hand-off to payroll with last month's real data.
  5. Price it for your headcount in three years, and check you can export every record if you leave.

Frequently Asked Questions

Do small businesses need HR software?

Below about twenty employees in one location, a well-kept spreadsheet and a clear leave policy can be enough. HR software starts paying for itself when leave disputes, missed document renewals or attendance chasing take up real time every month.

What is the difference between HR and payroll software?

HR software manages employees: records, leave, attendance, documents and self-service. Payroll software calculates and pays salaries with statutory deductions. Payroll depends on HR data, so the two should be connected.

What should UAE businesses look for in HR software?

Reminders for visa, Emirates ID and work permit expiries, leave and air-ticket entitlements, accurate data for end-of-service gratuity, and a payroll link that pays through WPS.
